Cyprus Investment Programme Qualification Requirements

To qualify for the Cyprus Investment Programme (and an European Union passport) in accordance with subsection (2) of section 111A of the Civil Registry Laws 2002-2019, applicants must fulfill the following criteria:

  • Hold a valid passport
  • Pass a criminal background check
  • Hold a valid Schengen visa
  • Have not been previously rejected/ejected from another European Union member state
  • Have no “frozen” assets or property with the European Union
  • Hold a valid residency permit for the Republic of Cyprus for six months, prior to obtaining citizenship (granted upon investment programme application)
  • Own a permanent private residence in the Republic of Cyprus, with a minimum purchase price of €500,000 + VAT and applicable fees
  • Must invest a further €1.5 million via one of the following options:
    1. Real Estate and Land Development
      Cyprus investment programme applicants must invest a minimum of €2.0 Million on the purchase and/or construction of residential real estate and/or commercial developments, touristic developments (hotels, etc.) or other property infrastructure real estate developments. This figure includes the €500,000 invested in a permanent residence.
    2. Commercial Entities and Organizations
      Applicants must invest a minimum of €1.5 Million – in addition to the €500,000 invested in a permanent residence – in companies or organisations within the Republic of Cyprus. These commercial entities/organizations must provide employment for at least five Cypriot citizens.
    3. Alternative Investment Funds and/or Financial Assets
      Applicants must invest a minimum of €1.5 Million – in addition to the €500,000 invested in a permanent residence – in registered alternative investment funds or financial assets of companies or organizations registered and licensed in the Republic of Cyprus by the Securities and Exchange Commission.

      Note that it is permitted for these RAIFs to invest in secondary stock-market values up to €200,000.
    4. Combination Investment
      Applicants must invest a minimum of €1.5 Million – in addition to the €500,000 invested in a permanent residence – in a combination of the above options, valued at least €2.0 Million Euros.
  • Additionally, applicants must make the following donations to the Republic of Cyprus:
    1. €75,000 to the Cyprus Research and Innovation Fund
    2. €75,000 to the Cyprus Land Development Corporation
